Kishimoto's idea of creating a dog to be the Third Hokage was scrapped, so he decided to include other animal shinobi to fill the gap. Akamaru and Pakkun were chosen to replace the dog that would be raised by the Second Hokage. Both possessed incredible shinobi skills, and would end up serving as successors to the Second Hokag.
